Georgia EVV requirements for home care agencies

Georgia operates an open-vendor hybrid model for Electronic Visit Verification (EVV). Agencies choose their own EVV software, but the visit data must meet state standards and flow into the state Medicaid system.

The open vendor model

Georgia does not force agencies to use a single state-provided EVV app. Instead, agencies may select a third-party EVV vendor — like Clovina Health — as long as that vendor is registered and the data meets the state's format and transmission rules.

  • Agency chooses its EVV vendor
  • Vendor must register with the state aggregator (Netsmart)
  • Visit data must include the six federal EVV data elements
  • Submissions must align with GAMMIS authorization and provider records

The six required EVV data elements

Every Medicaid-paid personal care and home health visit must electronically capture:

  • Type of service performed
  • Individual receiving the service
  • Date of the service
  • Location of service delivery
  • Individual providing the service
  • Time the service begins and ends

Netsmart data integration and attestation

Georgia uses Netsmart as its EVV aggregator. A third-party vendor must complete registration, pass data-format certification, and maintain an active attestation that its system transmits accurate visit records. Each agency still needs its own Georgia Medicaid provider ID and GAMMIS authorization records.

  • Vendor registration with Netsmart
  • Data-format certification and test submissions
  • Signed attestation of accuracy
  • Agency-specific provider ID and service authorization in GAMMIS

How Clovina Health supports Georgia agencies

Clovina captures GPS clock-in/out, checks the location against the client address, and flags exceptions for review. Verified visits can be exported as Netsmart-ready CSV files with the canonical EVV columns, reason codes, and caregiver identifiers your state submission expects.
